CLINTON'S ETHICS LAW LETS EX- OFFICIALS LOBBY FOR FOREIGN COMP ANIES.(Main)

Bill Clinton's proposed ban on foreign lobbying by former top government officials leaves a lucrative opening: It covers lobbying for foreign governments but not foreign corporations.

Under the new ethics rules announced Wednesday, 1,100 top-level Clinton appointees - about the top third - will have to pledge not to lobby their former agencies for five years and never to lobby for any foreign government or foreign political party. Among these officials, those who are government trade lobbyists can represent foreign governments and companies if they wait five years after they participate in negotiations.
